Well, you can only do your best to avoid shooting at somebody. You can overshoot an animal and the bullet can ricochet off a tree and head in any direction. Left, right, up or down. You have no control over what happens once the bullet leaves the end of the barrel.

Think about a poor inner-city black with an illegal weapon. When and where does he ever get a chance to target practice? And some of the "Saturday night specials" guns are old, clapped out, junk guns that barely shoot. And the thugs may not have a good source for fresh, new ammunition. Their ammo may even be old crap that has been laying around for years or more!
......... Maybe in Obama's second term .......!
