Lets say a local family wants to fix up their old run down house, but dont have enough money for everything they need to do. The floors are full of holes and have been patched umpteen times, the wallpaper is peeling, the wiring is old and frayed, and the plumbing is ancient history, especially the sewer pipes. The very foundations of the house are collapsing. Lets also say that one of the kids is more "outgoing" than the others, and also very spoiled, but the parents have let her get her way so often, and she has so much influence around the house they let her get away with it. Oh yeah, did i mention that she has sole access to the familys trust fund? She has fixed up a couple rooms in the house really nice, especially the back patio where she educates her friends, This same child wants to take the entire budget and fix up one small area of the house, her room! The other kids either arent paying attention, or get bullied into agreeing to this, and the parents used to care, but now are too busy out cooking hot dogs and fixing their windows, or rubbing elbows with rich neighbors to do anything about it. Lo and behold, she gets her way, and her room gets remodeled with the finest of everything, new floors, beautiful decorations, all new wiring and plumbing, the works! Its breathtaking and all of her friends love it, but the rest of her family are still living in squalor. This same child hates the hallway leading from her room through the house, all of her siblings have destroyed it and their scummy friends are always hanging out in it. She reluctantly agrees to some low budget improvements, and even a hall monitor, but this isnt enough. Then she has a brainstorm! There is a back hallway she can use to get to the patio, and she wont have to deal with the ugly run down hallway that the rest of her family uses. So she dips into the family trust fund again, and completely remodels this back hallway, new bright lights line both sides of it, beautiful flowers are placed regularly on stands every so often, and she even makes nice areas to cross the hall so no one gets confused. Now her friends can go to straight to the patio and never have to deal with the decrepit house, its main hallway or any of the cretins that frequent it. She is a genius! All of her friends who love the patio, live near it and even have parts of it named after them, are delighted because they dont have to deal with the old run down house anymore either. She even hires one of her friends to make sure her rooms are kept up. Her siblings complain, but she threatens to shut them off from the trust fund. The parents eventually are forced to declare bankruptcy and move out, and the rest of the house collapses around the special room, hallway and patio, the cretins continue to live it up in the remains of the house, because no one tells them they cant, and besides, they have a rich uncle who sends them money every month. The only losers are the original family who paid for the house and exhausted their resources trying to keep it fixed up...

Cute story, I went to school in Bradford briefly in 1967 and though I was not the best student in the school I did manage to get an A in both bialogy and geagrophy.

In case anyone missed my point, It is simply this; I like the improvements that have been made around town, they all are great and beautify those areas of the city. What I am trying to point out, is the stark contrast between the areas that have tons of money and improvements lavished on them and the other areas that lie in sheer neglect.
